Why did Stark County commissioners impose the sales tax rather than let the citizens vote on it?

There was plenty of time to put it on the ballot; it’s a two-year project that ended up on the ballot anyway. Just ask the families of any of the Stark County residents who have been waiting frantically as their loved one lies unconscious and their 911 call is dropped or rerouted several times and they are answering the same questions over and over before help can be dispatched.
