It is a way of showing emmotions since (obviously) they cant talk. My cat does that when she is agrivated espically. Most cats do this.

Its a way to show emotions. Theres lots of websites you can find differnt emotions on like when they quiver there tail that means that they are over joyed to see you and thats there way of telling you.
Thanks for replying. I was confused, my young cat (about 5 months) was laying on my desk and seemed content while I was talking to him and petting him. He started flopping his tail back and forth, up and down for no apparent reason.
