Why do high earners have higher income tax rates than the rest, why not have a flat income tax rate for all?

If you look at the Depression of 1920 (I believe), it was only after the government reduced its scope and size that the Depression rebounded very quickly.

The Great Depression of the 30's was made much longer than it had to have been by the stupid federal government policies.
