This does sound strange. If you have the same license plates on the car as the previous owner, that might explain why the ticket is still on your car. I wouldn't think you would be responsible for it because of the date of purchase.
You probably need to talk to a supervisor at DMV. Maybe try going during a time when they aren't very busy. You should bring a copy of the ticket if you have it showing that it was from 2008 and a copy of your purchase agreement.
You could also try getting a statement in writing from the San Jose parking ticket office stating that you are not responsible for the ticket. All of that paperwork should help in establishing identity and culpability. Best of luck.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
