Why do owners of horses put a blind fold type thing over the horses eyes?

That thing you saw covering the horse's eyes was most likely a fly mask. If you looked closer, you probably would have noticed that the cloth was really a mesh, allowing the horse to see. It's the summertime and that means many insects are about, especially in fields.

Insects love the fluid that a horse's eye produces, and they fill convene around the horse's eyes, causing it discomfort. The fly mask keeps them off.
