Why do some AC cell phone chargers work on 74 volts DC and others do not?

While it is true that some AC cell phone chargers are known to work on 74 volts AC, it is not recommended. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
