I've read that this can be caused by overwatering or an insect. Check the plant over because there are two types of insects that do this, thrips or rose midge.

Buy a rose powder and powder your plant in case it is one of many pest aphids, spider mites and thrips . I don't know lots about roses but I never seem to have problems with them. I do powder them and sometimes buds falling off is caused from being to damp and that has caused mold.
When the bloom is finished or if it's just a bad bud cut back to the cane that has 5 leaves. You should start getting new buds in no time once cut back.
