No. Because our bodies already do this. We are more likely to mate and reproduce with the "strongest" we can find.
The weakest of us are already most likely to die without children. What premature removal of people would do is eliminate our species' adaptability. Like it or not those defects often result in future generations that can survive better.
We need those adaptations to explore other paths our species could take in the next few generations. While you could breed a large group of people to have specific traits, the most likely result of this scenario is the group would breed itself out of existence in a few dozen generations.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
