No it's far from normal. And as the dog gets more used to being put in the enclosure its stress levels increase, as it is now aware that it will stay there all day. It is cruel, though not technically illegal if there is shade and water.
You need to talk to them and say "listen I am not complaining about the noise per se. I am worried for your dog as it seems very distressed, I realise you don';t know this as you are at work when it is happening and I knew you would not want your dog to be suffering" That way they won't be all negative about you just being a pain in the sr$e neighbour.
It sounds like something is wrong---my guess is the heat is bothering the dog. Can you see if the dog has been provided with water? Mind you, I wouldn't go up to any strange dog, you know.
I'm thinking that is the most likely cause, though.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
