There's no way to know why each individual member of Congress did or did not support a piece of legislation. There are two possible best answers for why many probably voted for one but not another: The philosophical answer: Republicans are supporters of what is called the "trickle down" theory. This theory says that government aid to large businesses creates economic movement and eventually that money multiplies and finds it way to the poorer people.
For instance, if you give banks money then they won't have to foreclose on as many homes, less people will become homeless and the benefits of the money multiplies. If you give a company money, they will use it to improve business which creates jobs and thus pays more money to individuals than just giving the money out. There are problems with this theory, in particular the ways the wealthy use the money to line their own pockets and how many jobs are simply outsourced to make this possible.
However, many Republicans believe in this theory and paying individuals and schools does not fit with it. The political answer: Republicans voted for TARP when Obama was popular and people were itching for an answer to the emerging economic crisis. People, in particular the Tea Party Movement, responded negatively.
Obama's approval dropped, and Republicans saw an opportunity to attack him by mirroring the Tea Party's criticisms. Thus, any new programs like TARP and the stimulus will be rejected by Republicans who want to cash in on the political fallout from Obama's loss of approval and the continuing of the economic downturn. You can't blame them for playing politics, but you can refuse to vote for them... and that has to be enough.
Wall Street paid back their money. What did we get from the stimulie? 10% unemployment that was giong to stay under 8%(lie) and more jobs sent out of the country.
