Those pens, in turn, are given to certain special guests at the legislation signing. I don't know if this is the case for all legislation or just certain, special, "publicized" signings.

So the pens can be distributed to people involved with the legislation as souvenirs. Not sure how many. Possibly varies with how many people they will be distributed to?
One pen for each letter of his name. The actual number depends on if he signs with his middle name, initial, or just first and last. Each pen after having only written one letter, is retired and saved to become a memorial of the event.
They are often given to people who are involved in what he signed. This has been going on for many, many years.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
