Why does the National Institutes of Health (NIH) have a limit of a single resubmission and set a time limit for the single resubmission allowed?

In general, it was noted that the likelihood of subsequent success decreased with an increasing number of amendments. To ensure that the largest number of high-quality and meritorious applications receive funding earlier and to improve system efficiency, NIH has decreased the number of allowed grant application resubmissions (amendments) to two (NOT-OD-09-003 and NOT-OD-09-016).
