Why I cant get success to get google adsense account using my blog or hub page?

It sounds like you might want to learn more about SEO (Search Engine Optimization) tactics. As far as hubpages is concerned, I think you'll want to look at raising your hubber score closer to 100. The more hubs you write (plus the more often you write them) and the more you participate in the community, the more likely it is your hubber score will raise.

First you must ensure that your blog is full of contents, I mean unique contents, at lease 50 posting which are consistence every 2, 3 or 4 days. Frequent.

Then spend some money on cheap PPC eg: You Can get constants traffic of 500 over unique visitors here.

You blog age must be at lease 3 months old.

Your blog must be on a real niche and contents must be relevant to the niche.

Used Wordpress platform and have your own domain name.

After 3 months, you then are-apply with Google adsense, you will 100% be approved.

I am talking from my personal experience. How for years I have been trying to apply for google adsense and was always rejected because my blog or website did not meet the criteria as above.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
