It is possible. Any crime where race is the motivating factor can be considered a hate crime. However, it isn't pursued as much when the victim is white because a black defendant is much more likely to get convicted with maximum sentence in the US today than a white defendant with similar circumstances.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
