Why is broadband bounced horizontally and not vertically?

That's not quite how it works. Cellular signals and data signals are not the same signal and don't necessarily use the same equipment. I wrote a rather lengthy hub called "The Sad State of Cellular Communications" which covers the signal and problems with the way it's done as part of the problem.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
