It sounds like you are over thinking it honestly. Guys are more upfront about their feelings and interests generally. Girls tend to do the thing you are wondering.

They are harsh and or cold to someone overly at times because they like them and want to come off uninterested but it end sup being overdone and then seems off. It really does not sound like he is interested. Could be wrong because this is a generalization, but honestly it sounds like he dislikes your friend a lot.

To be completely honest, for you to notice all the little details of how this guy interacts with others and this girl makes you a borderline stalker. I would pull back and assess whether this is the type of person you want to be. Lets say you and him start dating, are you going to over analyze every look, comment, or conversation he has with another person?

Who cares how he acts towards this girl? Stop worrying about other people, esp about a girl he seems to go out of his way to ignore. If you like him, then focus on your current relationship with him and talk to him about you and him being more than friends.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
