Why is the CPU Usage on my computer hits maximum (100%) whenever I transfer files from DVD-rom to Hard Disk?

Sounds like a chipset/hard drive issue I have included below a similar issue with AMD SB850 chipset and samsung F3 you have a AMD SB950 chipset looking at seagate list for 7200.12 drives the 524 isnt on there for new firmware but the 528 is. It may be that the issue affects too few people so far. The FX cpu does seem to be linked to freezing but that may be because of BLACK editions where purchasers don't realise there are TWO cpu's with the SAME general name but TWO different versions with the BLACK having more cache and much more importantly more watts and even more importantly the BLACK version may not be on the Supported CPU list.

Verify your cpu VERSION and whether its on the Supported CPU list as a general rule a Hard Drive/sata chipset issue will result in the need to Update the BIOS Update the drive firmware I suggest you register at ASUS and list your drive and your issue. As well as confirming your FX cpu model being supported or not it may seem like it works well, really well but if its not on the supported list.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
