Why is there discrimination between women who like younger men, as opposed to men who like younger women?

I'm not a girl but I do agree with your description. I'm a young guy who is crazy for this woman who is 19 years older than me. I heard that older woman like these specific characteristics.

First it depends if the woman accepts younger guys or not. Second you have to look really hot, be nice, and flirt with her saying "you look young" or "your so mature." A huge bonus would be a young guy who is really mature.
