I believe you are applying the wrong definition of the word "tempt". Simply (perhaps over-simply, but useful for this discussion), "tempt" has two meanings exampled in these two statements: A - Jill tempted Bill with a cup of coffee. B - Bill, who loathes coffee, was not tempted by Jill's offer.
We can see that "tempt A" is an external act of persuasion, and that "tempt B" is an internal emotion or desire. Jesus was "tempted A" in every way. So: yes, men and women propositioned him.
He was not "tempted B" in every way.
