Why universal solvent called water?

Water is called universal solvent because it can dissole the polar substances in it and also some quantity of non-polars as well. It dissolve polar substances because it have strong force of attraction with them an d dissolve small amount of non-polars because the water have weak force of attraction with them.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
