Why were Jim Crow laws started in states that had Democratic governors?

Neither true nor false; more like "gross and loaded oversimplification." In the 1960s it was mainly the Democratic Party that got rid of the Jim Crow laws. Ever heard of LBJ, Hubert Humphrey, Martin Luther King, etc.? They were Democrats.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
