If you have any witnesses to the employee putting the boot on or removing it and causing the damage, then you should be paid for a used rim to replace the damaged USED rim.............BUT w/o any witnesses, it will be your word against the parking enforcement employee's.........and if you do get a reimbursement, it will NOT be for a brand new rim because the rims on the vehicle are not brand new ; that's how the laws are.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
