No because Alltell phones do not use sim cards. Alltel is CDMA, which means they don't use SIM Cards...this is why Verizon Wireless was so easily able to purchase them (the change hasn't been completed). Yes, you are able to purchase a phone somewhere...and activate it.

If you call customer service, they are able to charge you to activate it. If you visit a store, they may be able to charge you also. If you use the Alltel online services, they should have a way to activate it there.
