You can flip the jewelry up and down during the healing period, but it should be kept to a minimum. Moving the jewelry too much in a healing piercing can easily cause irritation. Pain is relative, my experience and yours will be different.
There is no set pain scale for piercings. It's a quick hard pinch, it'll likely make your eyes water, but it's over very fast. Not really worth worrying about.
Septum piercings take 2-3 months to fully heal, it should not really hurt to change the jewelry in a fully healed piercing as long as you are sticking with high quality, appropriately sized, internally threaded jewelry.
