Hi john your dell dimension 5150 has a pci-express x16 slot so the radeon HD5570 should be fine... however you 250w psu isnt enough to "safely" power the card..... that said dell power supplys are generally pretty good and a 250w dell psu is around the same as a 350w generic no name psu... so you may be ok... however I don't want to recommend you use the 250w psu as ati recommend a 400w or better psu..... so with that in mind you could get a inexpensive psu such as the "500W Coolermaster Elite Power ATX2.3 Power Supply"( http://www.aria.co.uk/Products/Component... ) .. for just £27 this is a excellent 500w psu and made by coolermaster.... these are a reliable brand and this is more than enough to safely power the HD5570... and still have plenty of power for other hardware upgrades infact it will also be enough to power other radeon cards such as the HD5670 and HD5770.... infact you can buy better cards than the Radeon HD 5570 for under £50... for example 1) Sapphire ATI Radeon HD 5670 512MB GDDR5 PCI-Express Graphics Card ( http://www.aria.co.uk/Products/Component... ) ... this has a massive 4000mhz effective memory clock and a 775mhz core clock... theres also 400 stream processors and a 128bit memory interface.... compared to the HD5570 which only has ddr3 memory( compared to ddr5 memory in this card ) the HD5670 is well worth considering.... you will also see better performance in games.. even with your legacy pentium 4 processor 2) MSI ATI Radeon HD 6670 1024MB GDDR5 PCI-Express Graphics Card ( http://www.aria.co.uk/SuperSpecials/Othe... ) .. this is a improved HD5670 and has similar specs,however the main difference is 480 stream processors compared to 400 in the HD5670.... this specific card has dual fans for exceptional cooling performance.... in regards to tests well you could use the tool "gpu-z" which will show what graphics bus your motherboard has ... however this will only confirm what I have said which is you have a pci-express x16 slot you could however use 3d mark benchmarks when you buy your card.... these test both your new card and your processor and will show a 3dmark score which can be uploaded to the futuremark website ... you can download 3dmark benchmarks from http://www.futuremark.com/benchmarks/ ... and download gpu-z from http://www.techpowerup.com/downloads/2018/TechPowerUp_GPU-Z_v0.5.4.html I hope this has helped john... any questions let me know good luck mate!

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
