The Wii is a good system for younger kids, but also for groups, and is more of a kind of party entertainment system especially for casual and non-gamers. If he asking for a gaming system then it is likely he is more interested in a more "hard core gamer" oriented system. So the choice really comes down to an xbox 360 or a playstation 3.
And from what you have said I might be more inclined to recommend the xbox 360. It is cheaper (also comes in different price teirs), and currently has a much larger range of games available for it. The playstation 3 is more powerful, but currently this is making very little difference in graphics quality, with many tests showing the xbox 360's graphics to be slightly superior in games which are on both systems.

Yes, the Playstation 3 is a much better choice for a 13 year old boy. (I say that as a mother who has tons of teenage boys visiting my son to play video games). Thirteen year old boys find the Wii "boring" after the first two weeks.
