Scrap the graphics card and yes. The card only benchmarks at 300. In simpler terms its the bottom of the barrel.
You need at least a AMD radeon 6670 to play skyrim at medium graphics. To play on low, at least a Nvidia Geforce GT 440. Anything lower then that and you are going to be ripping your hair and gouging your eyeballs out.
It will definitely be able to max out team fortress 2 with good performance. Skyrim should work very well with high settings also. I remember playing skyrim on a radeon 5570 DDR3 with a mixture of medium and high @ 1080p with around 30 fps so with a 7770 I would not expect any less than high settings.

Test it out on low and use a program like Fraps to check your FPS.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
