They can! The friend can get into even bigger trouble. If the minor does not have a drivers license and is on a learners permit or graduated license there will be trouble for sure.

Some one who is drunk does not qualify as a license driver if the officer that pulls them over pushes the point. This means that if the friend is an adult that they are looking at endangerment charges at least. The minor in this case might have the license/permit pulled for any one of a number of reasons if they did not have a full license and there were no other restrictions (such as not being allowed to drive after a certain hours and this was past those hours).
