Wow, for a 14 year old, you sound very mature and educated about piercings. If I were you, I'd let my mother know about all you just said (how you've done research on it, how you've wanted it for 3 years, and how you already know the risks and how to properly care for it) and ask her very maturely if you may get it done by a professional. If she says no, ask her if you may get it done next year.
Chances are, if you want it still by the time you're 15, she'll let you. Especially since she already let you get your lobes and cartilage pierced. Ignore all these negative nancies here, I doubt they know the first thing about piercing.
Of course not. It's illegal here, but even if it wasn't, there's not a chance on this earth I'd ever give consent for that. I couldn't care less about the teeth issue, tongue piercings are notorious for getting infected and causing brain abscesses.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
