There are a few theories behind this, and here they are. 1. Similar to the concepts presented in both Star Trek and Mass Effect, when a new intelligent species is discovered, the existing space-faring species are instructed not to make contact until the powers that be and scientists carefully studying the technological and social progress of the new species determine that it is both safe and appropriate to make first contact.
To present a school of thought provided by Mordin Solus in Mass Effect 2: Just because the technology is available doesn't mean that a civilization is ready to use it responsibly. Look at how much war, greed, social inequality, and devastation humans experience just among themselves. Would the post space-travel species really want to embolden and unleash us into the Universe with our aggression and social issues?
We need to work those out first. 2. It is also possible that, if there are existing space-faring Aliens in the Universe as we know it, they have yet to find us.
The Universe is pretty damn big. 3. There is the theory that at this time, there might not be any fully space-faring species in existence, though there are probably some that could be getting close to a breakthrough, like humanity.
Things could get interesting for humanity if we are the first ones to make that break-through. 4. Extensive space travel might not be possible beyond a species' star/solar system.
Of course, this is a really defeatist thought, and we all hope that extensive space travel is indeed possible.
While there's a considerable probability that alien life exists, there's no reasonable expectation that it would be more, or even as, intelligent as humans. Humans probably will discover alien life some say. But it's going to be a puddle of bacteria.
From what we know of life on earth, intelligence beyond that of humans (which is required for interstellar contact) is so improbable as to be practically impossible. Higher intelligence also correlates with higher consciousness. And higher consciousness correlates with an increased impulse to self-exitinction.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
