Laptops cost more for less performance, so you'll want a desktop. But do you already have a monitor, or does your £400 budget need to include that? The Radeon HD 7750 is a very low power consumption card that works fine on most stock 300W power supplies (the manufacturer's recommendation of 400W is overinflated). Build your own! To buy a decent PC in a shop, you will pay through the nose. Go and buy the parts, and build it your self (very easy to do), and you will save a packet!
