You are cherry picking facts and ignoring others. You are ignoring events that cause a presidents approval rating to spike such as with Bush 41 (The first Gulf war) or Bush 43 (9/11). You are either doing that deliberately or you simply do not know how to analyze data.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
