Animal welfare: permanent difference in fight against cruelty towards animals?

ANIMAL WELFARE: PERMANENT DIFFERENCE IN FIGHT AGAINST CRUELTY TOWARDS ANIMALS I was wondering how a suggestion I have can be made and land on the hands of someone that will take action and how legislation is obtained on something that I think could make a permanent difference in protecting animals from being tortured. I propose that a national database of people guilty of infractions against animals be created (such as the one for sex offenders) and anyone that goes into a pet shop in order to buy any pet, the registry has to be checked. If anyone that is cruel to animals moved in to my area I want to know.It has to be reported to the neighbors the kind of people are moving in.

With this in place, eventually we all will know if someone has a history of torturing animals and we all know, they are potentially serial killers. It will help humanity in general! We will not be able to catch the irresponsible or the ones that don’t care enough but we for sure would be able to detect the lowest class of cruel citizens among us.

Most animal cruelty is a result of irresponsible uneducated or uncaring owners who either really didn't know what they were getting in to when they decided to become a pet owner or who intentionally are abusive towards their animals because they want to encourage them to be vicious. I seriously doubt that making a database for such Jack@$$es will do anything to protect the pets in your neighborhood nor would it keep them from becoming a pet owner again since many pets don't come from the pet shop. There is a very real problem with animals being abducted for re-sale for various reasons (including medical research test subjects), but a better way to protect them is by either tattooing your pet or having an electronic tag implanted so that your lost or abducted pet can be easily identified and returned.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
