Oh, sure. The checks all go to a central clearing house. If you're passing bad checks, they will eventually get you.

Well, your signature would be on the back of the check. Plus the bank stamps the check with an ID number. The checks could be traced back to you if this is an important thing in your brother's case.
You might be better served, at least for step one, to talk with the bank manager or his/her boss, regional VP, or something like that. If you make a good argument (don't threaten, don't lose your temper), then you'll probably get satisfaction.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
