There actually is a game that uses simple, step-by-step instructions to teach anyone how to cook a number of recipes. It is called "Personal Trainer: Cooking" and can be played on the Nintendo DS handheld gaming system. I wasn't sure how good it would be, but it was very fun, easy to follow, and helped me create some surprisingly tasty and impressive meals.
