As a netherlands resident permit holder,can I travel to republic of ireland without visa?

Whether or not you need a visa depends on your nationality, not where you're permanently resident The Republic of Ireland & the UK are NOT members of the Schengen Agreement.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
