The manager is partially correct, if this is happening while you are off the property of the kennel there is not much they can do, except complain on your behalf. It is your responsibility to complain in this situation. If you have a cell phone, the next time you see him and he begins to approach you, call 911 and report sexual harassment.

It does not matter if this man is disabled or not. The police will deal with it as they have to. They will find out if he is legally an adult or has a guardian.

If you do not have a cell phone. Go to the local police station and make a report, or call the police as soon as your return to the kennel and make a report - then will come to the kennel.

I have never seen a mentally retarrded person act like this but I have been uncomfortable around some before if they are showing agressive behavior around me. The sad thing is he is not able to learn how to correct his behavior without guidance. As pathetic as it sounds to me you need to call the police and they will handle it.

The best the police could since he is incapable of being sent to jail is to have him under some kind of supervision. He should have a supervisor or a caretaker watching over him to tell him what not to do. The police will probably contact them and he will be in somone's supervision.

Also rememeber that not all mentally retarded people are like this is it just this guy thinks this behavior is acceptable when greeting people on the street.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
