The Victoria helmet law came into effect from July 1990. It applies to all ages. The penalty for adults not wearing a 'securely fitted approved bicycle helmet', is usually a Bicycle Offence Penalty Notice, which is a fine.

Children receive a Bicycle Offence Report, which is a letter to their parents, without monetary penalty. You didn't search too hard. See link I'm placing below.

There's nothing stating that the law has changed from 1990 to the present time. So quit your shouting IN ALL CAPITAL LETTERS! Grow up & get a life.

Rule 256 of the Road Rules states you must wear a helmet and Rule 258 states you must have at least one effective brake. Riders of bicycles and their passengers must wear an Australian Standards approved bicycle helmet securely fitted and fastened on their head. This rule applies when riding on roads and road-related areas like bike paths, bike lanes, shared and separated footpaths.

Being at a skate park is not a road or road related area by the definition of the Road Rules hence why you didn't get a fine etc. If you ride without a helmet on the road/footpath then expect a fine. Below is the current law.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
