Yes, you are probably too young to be having sex.. really I believe in waiting until you are at least 16 or 17. However your brother is probably in shock! You need to understand, being 7 years older than you, he probably remembers you coming home as a little baby and still thinks of you that way.

He's just being a protective big brother. It would be as if your dad had caught you having sex. I suggest you have a talk with him.

Explain that you do have sex safely and you think you should be able to do whatever. You are sorry that he saw you like that and you feel very embarrassed. Ask him if he would consider not telling your parents and you won't have sex again (even if it's not true I guess.) If he won't talk to you, write him a note saying you are sorry.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
