You should buy a pci express 3.0 motherboard with a lga1150 socket for the latest ivy bridge processors or settle for a 2nd gen ivy bridge as you'll be using a pci gpu for gaming mostly. Buy a geforce GTX 650 Ti Boost from EVGA, and get ddr3 ram clocked at 1600mhz, 8GB's enough.
Buy a PSU with about 450W output and a case that supports your motherboard, one such as an mATX case is for you guessed it it mATX form factor motherboards. You'll need it to boot from USB to save a couple of bucks and install a portable installer if windows 7 on it, or buy windows 8 for 40 bucks online( I think they still sell it T that price) and burn the image or mount it with framing tools lite with a virtual drive from windows or use an old DVD drive to install it. For optimal performance make sure to get an SSD.
Make sure you disable defragging. AMD setups are actually as good as Nvidia so you should also checkout AMD ATI Radeon cards as well. Anything above 7600 GPU's.
