Can a 17 year old boy legally touch a 14 year old girl's breasts?

The world is indeed sinking into total madness. Seriously, it's turning into some twisted sci-fi demented futuristic society.....a version of "1984" or "The Trial". No, a 14 year old boy's life should not be destroyed before it has even begun because he touched a boob.

No, he deserves to speak with a parent or a counselor about "The Talk" that every teen tries to avoid.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
