No. What they can do is make one initial contact of a neighbor or relative to determine if the debtor still resides at the address. They cannot tell the person why they need the information and they most definitely cannot pose as a "friend".
Nor can they ask the person to deliver a message requesting they be contacted. This is a direct violation of the FDCPA and should be reported to the state's Attorney General.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
