Can Employers change a negotiated contract for retired employees with out the contract being?

It is my understanding that if both management and the union decide to open some specific part of a contracted agreement, to alter any points or section, once both mediation teams have agreed to all points in principle to be changed or altered, it must be presented to the union rank and file for approval or radification. If Radified, approved by at least 60% of the union then they can make the changes in that portion effected.
