Can ghouls and mortals Soak?

Ghouls can supernaturally heal both bashing and lethal damage, and can fully soak both kinds of damage. However, as living creatures they suffer the full effects of Bashing as well as Lethal damage. Normal mortals can only soak Bashing damage.
