Can I apply or file a fiance visa at the U.S embassy of Manila in the Philippines?

If Costco can prove they need you in the US you'd be able to do a transfer that way, the company would manage it. Truly though Costco is one of the few US employers that treats its employees decently, allows them to unionize, etc. So unless you have some high level skills I doubt any US Costco shop would let them import a foreigner. If this woman really has a green card marrying her would allow you to live with her in the US (this process would take two years so perhaps not worth the bother if you're just planning to go home eventually).

But this would allow you two years together in the US as a married couple until she finishes her degree.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
