Can I change my desktop background with Windows 7 Starter?

Windows 7 Starter can't be changed. I looked into it when I got mine.

Go to google.com and type in Stardock mycolors and download mycolors. You can also change the style of your start menu!

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
