The short answer is no. Microsoft has a built in migration tool in XP pro and Vista (I don't know which versions of Vista) that will allow you to transfer files and settings from one computer to another but this does not allow you to transfer your OS and programs (or just programs). Now, if you had two identical systems and wanted to transfer everything from one to another, you could manage this by using a program like Acronis True Image.
