It's like any other law or rule, if that law even exists, it's all a matter of what you look like, and who you are. If you're poor like me, cops will take you to jail; it you are well to do, they will let you go. This is live in America, where laws are to protect businesses; and subjugate the poor.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
