I'm new to Mac computers and wanted to know if I can (and if it is a good to) upgrade the operating system and if so...which OS would work on the older PowerMac that I just bought: PowerMac "G4 APPLE MAC G4 867MHZ 896MB 59GB HD-WIRELESS CARD. " It has "Mac OS 10.4, Tiger". I do plan to add more RAM.

OS X 10.4 Tiger is the latest OS X operating system that's been released, and it ought to run well enough on that G4 you've got, particularly if you go ahead and upgrade the RAM. The next version of OS X, Leopard, isn't out yet, but you're probably fine with Tiger. In case you are mistaken and you do not have 10.4 Tiger, then yes, it would be a good idea to upgrade to 10.4 Tiger from whatever it is you have.An 867mhz G4 is certainly old enough that it did not ship with Tiger, so if it's on there then whomever sold you the computer did you a favor.
Add more RAM and you ought to be happy. I used to have a 500mhz G4 powerbook I used for break/fix testing and Tiger ran fine on there, so your 867mhz G4 should be just fine. Right now Tiger's latest version is 10.4.8, which you can update to via Software Update if it hasn't already been... Leopard, once it comes out, will work fine on it as is, but the more ram, the better - max that baby out! :) .
Currently OS 10.4 is the highest operating system avaliable. Using online updateing through software update you can get updates to 10.4.6 but this is not a significant update for the OS just bug fixes ect..., so currently OS 10.4 is the highest operating system avaliable. When they do release OS 10.5 it should be able to upgrade, but due to the recent switch to intel chips I am not 100% if the power PC chips will stll be supported.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
