Sounds like a cable is broke. Sounds like the cable that opens the hood latch is broke or stuck. Or the latch is jammed.

When this happens to me I pound down with my hands at the front of the hood, right in the middle, where the latch is. Sometines that loosens it up and the hood pops up enough to get to the second latch. Good luck with the stuck hood..

1 there is a cable release that goes form the inside handle to the hood latch, and something has gone wrong somewhere in the mechanism. If it has come loose at the handle, you could probably pull it with pliers, until you gan get it fixed/replaced. If it has broken somewhere, you would need to remove the grille, and reach inside to release the latch.

If the latch is just sticky, sometimes having someone thump on the hood with the heel of their hand while you pull the release will let it pop up, and then it can be lubricated with white lithium grease to help it work better.
